Facts

A report was published on an online daily 'Daily Ajker Comilla' that at the north side of Bipulashar Bazar of Comilla-Noakhali Highway, Hafez Emdad Ullah named Emdad, was operating a residential Hafezia Madrasa with eleven students for three to four months  in a rented house of the resident building of Mr. Abu Taher Ahmed . He was the only one teacher at that Hafezia Madrasa & Hafez Emdad had taken the responsibility to keep eleven students at his custody. On 06.05.18 at about 10:00 am in the morning , Hafez Emdad had beaten severally at different places of the body of a student named Abdullah-al-Noman (07) and due to severe torture, the victim student became sick seriously. After drawing the attention of the court, the Hon'ble Court issued suo moto rule.

Details

A Suo Moto Rule was issued calling upon the respondents to show cause as to why the concerned respondents shall not be directed to initiate appropriate legal action against respondent no. 7 (Emdad Hossain, Teacher, Bipulashar Noorani Hafezia Islami Academy, Bipulashar, Manohargonj, Comilla ) and further, as to why they shall not be directed to arrange immediate and proper medical treatment for the 5 year old victim named Noman and /or pass such other or further order or orders as to this Court may seem fit and proper.

The court also issued following interim directions-

1. The Upazilla Nirbahi Officer (UNO), Manohorganj, Comilla was directed to investigate into the matter forthwith and submit a report before this court within 7 (seven) days from date, positively.

2. The Officer-in-Charge, Manohorganj Thana, Comilla was directed to render all necessary assistance and co-operation to the Upazilla Nirbahi Oficer (UNO), Manohargonj, Comilla, in this regard.
